Hazel knows the Homo Magi world — the Sidereal Council, the rules, the politics. What he does not have is a framework for the Heir phenomenon. From his vantage, Eva is strange even by Homo Magi standards; he protects her without fully understanding what he's protecting. Only Morganstern and Odette know the full scope of what Heirs are. Hazel's knowledge has a ceiling that the Council itself doesn't know to raise. The gap between what he thinks Eva is and what she actually is is a fault line: if he learns the truth, does it bring them closer, or does the scale of it widen the distance between them?
